CSA Class 2

The rating most Canadian sites ask for.

Only fluorescent lime and orange can reach Class 2. Class 2 requires a minimum area of fluorescent background, and black, navy and red cannot provide it at any size — so if your site specifies Class 2, the colour is part of the spec.
